Did the first/debut Kwinn from JoeCon 2011 (or SDCC, I don't remember) have the improved/PoC wrists?

Wow. That really, really needs to come out. I'm not even a big comics guy, but I can appreciate the character...and an awesome figure. I hope with all my might, that he's not going to be a con exclusive. I have yet to have any luck getting the SDCC figures online when they're posted, and have a hard time paying $50 for one figure in the secondary market. Please be a Walmart/Target exclusive. I'll buy at least two. I promise.
